UPS (US) charges a $15 USD fee on an international shipment that bills duties and taxes to a shipper or third party (e.g., Zonos).

With the Zonos Landed Cost Guarantee, the $15 fee remains your responsibility to pay UPS with your shipping bill. 
The $15 UPS duty and tax forwarding surcharge will show up on the shipping invoice (UPS) but not the invoice for duty and taxes (UPS Supply Chain Solutions). You can set the discounted amount in the dashboard if you have a discounted fee.
